Headline statistic. Meta’s CEO said on September 24, 2025 that Instagram has 3 billion monthly active users. Meta’s own advertising tools reported 1.91 billion people reachable on Instagram that October. BitsFromBytes Research finds the gap is 1.09 billion, 36.3% of the claim, and that five public growth readings for Instagram range from +1.8% to +6.2%.

Quick Answer: Instagram’s advertising tools reached 1.96 billion people in October 2026, up 2.5% in a year but down 3.7% in the quarter. Meta’s filing counts 3.64 billion daily people across all four of its apps. In the US, Pew finds 50% of adults use Instagram. In the EU, Meta reports about 297 million monthly users.

Key Findings

  1. BitsFromBytes Research finds that Meta’s “3 billion” claim is 1.53 times its October 2026 ad reach. Reach was 1.91 billion in October 2025, a month after the claim, so 1.09 billion monthly actives (36.3%) sit outside what Meta’s ad tools report.
  2. BitsFromBytes Research finds five public readings of Instagram’s one-year growth, from +1.8% to +6.2%. The highest is 3.5 times the lowest. Ad reach (+2.5%) sits close to survey-implied growth, unlike TikTok, where the same test gave a 10.0 times gap.
  3. BitsFromBytes Research finds that Meta’s regulator-facing EU count runs 1.46 to 1.63 times its ad reach in Germany, France, Italy and Spain. In those four countries ad reach also fell 6.8% to 9.1% in one quarter, an implied 9.4 million people.
  4. BitsFromBytes Research finds that 78.1% of Instagram’s global ad-reach decline came from 20 countries, and 48.5% from India and Brazil alone. The global change was -76 million (-3.7%) in the quarter to October 2026.
  5. BitsFromBytes Research finds a gender contradiction. GWI’s survey shows women use Instagram more than men in all six age bands, yet 52.5% of Meta’s reported adult ad reach is male.

How Many People Use Instagram Worldwide?

1.96 billion is what Instagram’s advertising tools reported as potential reach in October 2026. That is 23.5% of the world’s population and 31.8% of internet users, per Meta’s advertising resources as relayed by Kepios/DataReportal (printed slide 629, supplied PDF). It is a count of reachable ad audience, not of unique accounts or people. It ranks fourth among platforms reported on slide 524, behind YouTube (2.77 billion), TikTok (2.33 billion) and Facebook (2.32 billion).

The series rose from 1.69 billion in October 2024 to a peak of 2.03 billion in July 2026, then fell to 1.96 billion. Over two years that is +16.0%, computed on values rounded to 0.01 billion. The October 2026 reading is -3.7% (-76 million) on the previous quarter and +2.5% (+48 million) on the previous year.

Method first. Ad reach is the number Meta’s tool shows an advertiser. It can move when Meta changes how the tool counts, so a quarterly drop is a flag to check against other series, which the next two sections do.

Does Instagram’s 3 Billion Claim Match Its Own Ad Tools?

Not as a count of people an advertiser can reach. Meta’s CEO announced 3 billion monthly active users on September 24, 2025, as relayed by Thurrott. Meta’s tools showed 1.91 billion for October 2025.

Reach divided by claim is 63.7%. The claim divided by October 2026 reach is 1.53. Possible reasons, none of which we can test: reach counts potential ad audience rather than active accounts, and the claim is a round number with no stated method. The primary Threads post was not fetchable (the site’s robots rules block it), so the wording comes from the press relay.

What this does not show: that the 3 billion is wrong. It shows that “3 billion” cannot be used as an addressable audience, and that Meta has published no definition that lets a reader reconcile the two.

Do Instagram’s Growth Measures Agree?

No. Five public readings give +1.8% to +6.2% over a year, a spread of 3.5 times.

The survey-implied figure combines two published numbers. GWI’s share of internet users 16+ who used Instagram in the past month was 56.1% in Q2 2025 and 56.6% in Q2 2026. Published internet-user growth was +0.9%. The calculation is (56.6 ÷ 56.1) × 1.009 − 1 = +1.8%. Ad reach grew 1.4 times faster than that.

The same test on TikTok gave 10.0 times, per our TikTok statistics page. Instagram’s ad-reach series therefore tracks surveyed use far better than TikTok’s does. Meta’s daily-people figure covers four apps, and the EU series counts accounts, so neither is Instagram-only people growth.

Commentary. A headline growth figure is only as good as its method, and these five methods answer different questions: accounts, app opens, survey recall, ad-tool audience. The honest summary is that Instagram grew a few percent in 2026, and that anyone quoting a single number is choosing a method.

How Many People Use Instagram in Europe?

About 297 million monthly accounts in the EU in the first half of 2026, per Meta’s Digital Services Act (DSA) reporting. The figure is 296.8 million in eMarketer’s reading and 297 million in Social Media Today’s report of August 30, 2026. Meta’s own page for that report was not fetchable, so both are relays. The primary report for the first half of 2025 gives 281.8 million, which makes +15.0 million (+5.3%) in a year.

Against Eurostat’s 452.0 million EU residents on January 1, 2026, 296.8 million is 65.7%. That is a ceiling-style comparison: Meta defines the count as registered and logged-in accounts that visited in the last 30 days, and says it does not represent unique people. Facebook’s relayed figure is 264 million, so Instagram leads by 33 million.

Do EU Counts Match Ad Reach in Germany, France, Italy and Spain?

Meta’s DSA count is 1.46 to 1.63 times its ad reach in all four. The report’s per-country table for January to June 2025 gives Germany 47.2 million, France 43.7 million, Italy 41.7 million and Spain 37.5 million.

The four countries total 170.1 million DSA accounts (60.4% of the EU figure) against 110.15 million ad reach, a ratio of 1.54. Two cautions apply. The dates are 16 months apart, and the DSA counts accounts where the ad tool counts potential reach.

The direction matters more than the level. In the quarter to October 2026, reach fell 6.8% to 9.1% in these four countries, an implied 9.4 million people (reach − reach ÷ (1 + quarterly change), from values rounded by the source). Meanwhile Meta’s EU user count rose. One of the two series is not measuring what its label says. We do not know which, and Meta has published no explanation.

Commentary. This is the pattern we look for in an AI-and-data audit: two outputs from the same company, one regulator-facing and one sales-facing, that cannot both describe the same people. The regulator-facing count carries a legal definition. The sales-facing one carries a disclaimer that “reach may not represent unique individuals.”

How Many Americans Use Instagram?

Half of US adults, per Pew: 50% in survey fieldwork from February to June 2025. Pew’s table puts YouTube at 84%, Facebook at 71%, Instagram at 50% and TikTok at 37%. A later Pew page (October 19, 2026) says 51% for Instagram without naming the survey, so we treat 51% as an unlabeled update. Applied to Census Bureau residents aged 18+ (269,763,509 on July 1, 2025), 50% is 134.9 million adults and 51% is 137.6 million.

Reports on the same population disagree by method. GWI’s online survey puts past-month use at 59.5% of US internet users 16+ (Q2 2026). Meta’s tools put ad reach at 63.8% of the adult population (October 2026).

Does Instagram’s US Reach Run Ahead of Surveys More Than TikTok’s?

No. Instagram’s ad-reach rate is 1.28 times Pew’s use rate; TikTok’s is 1.46 times. The calculation is 63.8 ÷ 50 for Instagram and 54.1 ÷ 37 for TikTok. In both cases the reach rate is higher than surveyed use, and the dates and bases differ, so the ratio measures how far a reach count runs ahead of a survey, not an error rate.

Do Teens Prefer Instagram or TikTok?

TikTok, by 5 points, in parent reports. Pew’s April 2026 topline (fieldwork September 25 to October 9, 2025) has parents say 58% of teens aged 13-17 ever use Instagram and 63% ever use TikTok. Among adults the order flips: Instagram leads TikTok by 13 points (50% against 37%). The teen figure is parent-reported, so it is not comparable with the adult self-report.

US ad reach is 179.9 million, second only to India, and fell 2.1% in the latest quarter, per Kepios slide 634.

Which Countries Have the Most Instagram Users?

India, with 514.7 million in ad reach, in October 2026. The ranking is of ad reach, not users. The US is second at 179.9 million, followed by Brazil (144.0 million), Indonesia (116.2 million) and Japan (63.45 million).

Southern Asia holds 28.6% of the ad audience, Southern America 12.7%, Northern America 10.3% and South-Eastern Asia 10.3% (slide 631).

Where Does Instagram Reach the Largest Share of Adults?

The United Arab Emirates, at 93.3% of adults. Turkey follows at 89.1%, Argentina at 88.2%, Brazil at 85.5% and Chile at 85.0%. At the other end, India is at 47.1%, Nigeria 6.4% and China 0.4% (slide 633). The worldwide figure is 32.3%. These are reach rates, and the source warns they can exceed true adoption.

Where Did the Quarter’s Decline Come From?

Mostly from India and Brazil. BitsFromBytes Research converts each country’s published quarterly change into an implied loss. India lost about 26.5 million and Brazil about 10.3 million, together 36.9 million, 48.5% of the global -76 million. The top 20 countries sum to -59.4 million (78.1%). The US lost about 3.9 million.

The estimate rests on rounded inputs, so treat each figure as accurate to a few hundred thousand. The reading that matters is the concentration: a global -3.7% was two countries and a European cluster, not a broad retreat.

Who Uses Instagram: Age and Gender?

People aged 18-34 are 60.6% of Instagram’s advertising audience (slide 632): 27.2% women and 33.4% men, summed from the four printed age-and-gender shares. Of the audience aged 18+, Meta’s tools show 52.5% male and 46.6% female.

Why Does the Ad Audience Skew Male When Surveys Say Women Use Instagram More?

It is an unresolved contradiction between two sources. GWI’s survey of internet users shows women ahead of men in every age band, by 3.6 points at 16-24, 1.1 at 25-34, 3.2 at 35-44, 3.5 at 45-54, 5.8 at 55-64 and 9.0 at 65+.

In the ad audience the pattern is different. Men lead at 18-24 (14.6% against 12.1%), 25-34 (18.8% against 15.1%) and 35-44 (8.9% against 8.0%); women lead only from 45 up. The ad-tool source reports gender only as “female” and “male”, and GWI is an online survey of internet users in its covered markets, so neither is a census. The two cannot both be right for the same population.

How Much Time Do People Spend on Instagram?

100 minutes a day per active user, second only to TikTok (115) among the apps Similarweb measured in August 2026. YouTube is 88, WhatsApp 64 and Facebook 59 (slide 526; Android and iOS apps, excluding China). Instagram opens 14.8 times a day, second to WhatsApp (20.7), and each session lasts 6 minutes 45 seconds (405 seconds). As a consistency check, 14.8 sessions × 405 seconds ÷ 60 is 99.9 minutes, which matches the published 100.

BitsFromBytes Research adds a normalization: indexed daily time per billion reachable people. It divides Similarweb’s total-user-time index by each platform’s ad reach.

AppTime index (YouTube = 100)Ad reach (billion)Time per billion reach
Instagram96.21.9649.1
TikTok79.82.3334.2
Facebook61.92.3226.7

Instagram scores 1.44 times TikTok and 1.84 times Facebook. It has the fourth-largest ad audience but ranks third in total time, 0.1 index points behind WhatsApp (96.2 against 96.3). The metric mixes an app-panel estimate with ad-tool reach, so use it to compare the three, not as a measured minutes-per-person figure. TikTok reach is 18+ only; Instagram’s is all ages as reported.

Meta says the engagement is rising. CFO Susan Li said on the Q3 2026 call that relevance launches increased Instagram Reels time spent by over 4% and that almost 45% of recommended Reels are under a day old, as quoted by Social Media Today on October 22, 2026. Those are company statements relayed by the press; the filing does not break out Instagram.

How Much Does Meta Earn From Instagram’s Audience?

Meta does not report Instagram revenue in the parts of its 10-Q that we read. What the Form 10-Q for the quarter ended September 30, 2026 does give is Family-wide: advertising revenue of $63,061 million, up 25.9% from $50,082 million, and average revenue per person of $17.72, up 23%. We read the first 300,000 of the filing’s 505,013 characters.

BitsFromBytes Research splits the growth. Ad impressions rose 10% and average price per ad 14%; 1.10 × 1.14 − 1 is +25.4%, within rounding of the 25.9% reported. Impressions per daily person rose 6.8% (1.10 ÷ 1.03 − 1), because daily people grew only 3%. Revenue growth came mostly from price and from showing each person more ads.

The United States and Canada are 40.6% of Meta’s revenue (26,217 ÷ 64,601) but 10.3% of Instagram’s ad audience (179.9 million plus 21.35 million, over 1.96 billion). The ratio is 3.9. It compares all of Meta’s revenue with Instagram’s audience only, so read it as a statement about where the money sits, not Instagram’s own earnings.

Commentary. Revenue per head is where audience size meets the ad market. Instagram’s reach fell 2.1% in the US last quarter while Meta’s US and Canada revenue rose 33.0% on the year. Reach is not the lever that moves the revenue line.

Ad reach, GWI and Similarweb values are estimates relayed by Kepios (is_primary = FALSE). Formulas.

  • Claim gap = 3.00 billion − 1.91 billion = 1.09 billion; share = 1.09 ÷ 3.00 = 36.3%; multiple = 3.00 ÷ 1.96 = 1.53.
  • Survey-implied growth = (56.6 ÷ 56.1) × 1.009 − 1 = 1.8%; ratio = 2.5 ÷ unrounded 1.8%.
  • EU growth = 296.8 ÷ 281.8 − 1 = 5.3%; penetration = 296.8 ÷ 452.0 = 65.7%.
  • DSA-to-reach ratio = DSA accounts ÷ ad reach, per country.
  • Implied quarterly change = reach − reach ÷ (1 + published quarterly change).
  • US ratio = ad-reach rate ÷ Pew use rate. Pew-implied adults = share × 269,763,509.
  • Time per billion reach = time index ÷ ad reach in billions.
  • Revenue share = 26,217 ÷ 64,601; audience share = (179.9 + 21.35) million ÷ 1.96 billion.

Limitations. Ad reach is potential reach, not people. GWI samples a subset of markets and removed Russia from all periods in its Q2 2026 wave. Similarweb measures Android and iOS apps and excludes China. DSA counts are logged-in accounts, not people, and our per-country comparison pairs H1 2025 accounts with October 2026 reach. Pew’s pages print no margin of error for the adult figures. Country values on slide 633 were read from bar labels and agree with the slide 635 table where both show a country. Meta publishes no Instagram-only revenue in the parts of its filing we read. We have no access to Meta’s internal data, so these tests constrain the claims and cannot resolve them.
